Exam Overview & Resources

The Florida Laws and Rules (FLR) examinations are specific to dentist and dental hygienists seeking licensure in Florida. The following state statutes and administrative codes are provided by the Florida Board of Dentistry as a study resource to familiarize practitioners with the jurisprudence knowledge necessary to obtain licensure in the State of Florida. Note that laws and rules are subject to change without notice (see Florida Statutes and Florida Administrative Code websites).

Although CDCA-WREB-CITA has been contracted to administer the Laws and Rules examination, questions regarding exam content or clarification of statutes or administrative codes should be directed to the Florida Board of Dentistry.

Dental Hygiene (FHLR)

The 90-minute Florida Dental Hygiene Laws and Rules (FHLR) computer-based examination is administered at a testing center location. The exam consists of up to 64 multiple-choice test items, including up to five (5) field test items that are not calculated in the candidate’s final score. A final score of 75% or higher required to pass the exam.

Hygiene Initial/Retake fee: $105

Dental (FDLR)

The 90-minute Florida Dental Laws and Rules (FDLR) computer-based examination is administered at a testing center location. The exam consists of up to 67 multiple-choice test items, including up to five (5) field test items that are not calculated in the candidate’s final score. A final score of 75% or higher required to pass the exam.
